Stretching Public Sector Budgets: Cost Savings for IT Leaders

Adeel Azam Perform Partners and Mike Beaven AWS presenting to public sector leaders at Leeds Digital Festival 2025

Public sector leaders are under pressure to modernise IT, deliver better services and stay secure, all while budgets are being stretched ever thinner. To keep pace, they need cost-effective ways to modernise their IT infrastructure.

Watch this session with guest speaker Mike Beaven, Executive Lead for UK Public Sector at AWS, who led the UK Government’s digital transformation programmes as part of the Government Digital Service (GDS) in the Cabinet Office. Together, show you how to turn government-backed frameworks into practical savings, enhanced skills, and innovation. You’ll hear how Basingstoke College of Technology used this approach to build real outcomes, including a bespoke AI assistant that’s transforming the way they work.

Key Insights Covered:

  • What AWS One Government Value Agreement is (and isn’t)
  • How OGVA aligns with the unique pressures and structures of public sector organisations
  • Real-world results already being achieved across the public sector, including education
  • Why frameworks alone don’t deliver value without the right partner approach
  • Concrete steps you can take right now, whether you’re exploring cloud, mid-migration, or seeking savings from your existing estate

Who is this session for?

A must-watch session for public sector technology and finance leaders, such as CTOs, CIOs, CFOs and CROs, who need to unlock real savings and value from their IT investments while keeping pace with regulation and demand.

Funding frameworks for the public sector already exist. The only question is:

Why haven’t you unlocked the discounts?

Background:

The One Government Value Agreement (OGVA) is a three-year memorandum of understanding between Crown Commercial Service (CCS) and Amazon Web Services (AWS), giving the UK public sector collective buying power. It provides baseline discounts of around 18% on AWS services, with further savings through usage commitments or reseller routes. Departments are already benefiting: the UK Health Security Agency signed a £31.5m contract under OGVA 2.0, and the Department for Business and Trade agreed a £13.3m three-year deal. Beyond pricing, OGVA also funds digital skills training for 6,000+ civil servants in cloud computing at no cost to the government, helping organisations modernise while building long-term capability.
