The One Government Value Agreement (OGVA) is a three-year memorandum of understanding between Crown Commercial Service (CCS) and Amazon Web Services (AWS), giving the UK public sector collective buying power. It provides baseline discounts of around 18% on AWS services, with further savings through usage commitments or reseller routes. Departments are already benefiting: the UK Health Security Agency signed a £31.5m contract under OGVA 2.0, and the Department for Business and Trade agreed a £13.3m three-year deal. Beyond pricing, OGVA also funds digital skills training for 6,000+ civil servants in cloud computing at no cost to the government, helping organisations modernise while building long-term capability.
